Chitradurga Zilla Panchayat is a three - tier Panchayat raj system with elected bodies at the Grama, Taluka and District levels constituted as per the 73rd amendment to the constitution for greater participation of the people and more effective implementation of rural development programs (and to function as units of local self government). The Zilla Panchayats were constituted as per the provisions of The Karnataka Panchayat Raj Act, 1993. The Zilla panchayat structure and activities are categorised into two important elements as listed below.
The Political Structure - Chitradurga Zilla Panchayat is an elected body constituted of the following members
34 Members are elected from geographically demarcated constituencies from within the rural areas of the district.
Member of Parliament of the district .
Members of State Legislative Assembly and State Legeslative Council for the district.
The Adyaksha of Six Taluk Panchayats of the district.
Adhyaksha and Upadhyaksha : are elected from the directly elected members of the Zilla Panchayat.
Standing Committee :To facilitate greater discussion in the functioning of zilla panchayat, 5 standing committees have been formed. Each standing committee consists of zilla panchayat members not exceeding seven in number including the chairman, who are elected by the zilla panchayat from among the elected members.
Term of Office : The term of office for Adhyaksha,Upadhyaksha and Standing committee is 20 months.The term of elected members is 5years.
For smooth functioning & administration of the zilla panchayat office , an officer designated "Chief Executive Officer" is appointed by the state government to carry out administration of Zilla Panchayat. Chief Executive Officer is designated head of department for all the department offices within the Zilla panchayat. He is assisted in the discharge of his duties by Senior Officers in the Zilla Panchayat .

The work of Zilla Panchayat can be divided into following sections
1.Development Section : Headed by Deputy Secretary (Development), This section is concerned with execution of all rural development schemes, water supply schemes, Minor irrigation works, road works and other developmental works.

Horticulture is a significant and upcoming sector In Chitradurga. Horticulture has proved to be the best diversification option for agricultural land use, because of assured and the remunerative returns to the farmers. Chitradurga district is a low rainfall region and is affected by drought very frequently. Crops like Coconut, Arecanut, Banana, Flowers, Fig, and Vegetables like Onion, Chillies, Brinjal, Tomato, and Flower Crops like Crossandra, Jasmine, Tuberose, and Chrysanthemum are being grown. 6. Department of Backward Classes and Minorities

Various backward classes in the state are socially backward because of lack of education, identifying this fact educational programmers have been preferred by this department According to the sections 15 (4) and 16(4) of the constitution of India, to give the available constitutional safeguard to the backward classes the reservation policy have been launched by the Government. To develop the backward classes economically, the Backward Classes Development Corporation and to develop the minorities economically, the Karnataka Minorities Development Corporation have been started.
To implement the departmental programmers on a state level Backward Classes and Minorities Department Directorate and on a district level, The Officer of Backward Classes and Minorities are there. On Tehasil (Taluk) level to implement and to supervise the programmers of the department. The Backward Classes extension officer post has been created who works under Taluka Panchayat. The programmes of the department have been bifurcated on state level and district level. 7. Water Resource Department Minor Irrigation Karnataka

The Minor Irrigation Department Comprises of two Zones, one located at Bangalore, known as Minor Irrigation (South) and the other at Bijapur, called Minor Irrigation (North), each headed by a Chief Engineer. Both these zones come under the Administrative control of the Secretary, Water Resources Department (Minor Irrigation). The Minor Irrigation (South) zone, has two Circle offices, one located at Bangalore and the other at Mysore, which are headed by the Superintending Engineers. In Bangalore circle, there are five Minor Irrigation Divisions viz., Bangalore, Chitradurga, Kolar, Shimoga and Tumkur and in Mysore Circle, there are three Minor Irrigation Divisions viz., Hassan, Mangalore and Mysore. Each Minor Irrigation Division is headed by an Executive Engineer. There is also one Quality Control Division at Bangalore, which has got three Quality Control Sub divisions under its control working at Bangalore, Mysore and Shimoga. These sub-divisions monitor the quality aspects of works of Minor Irrigation (South) zone, Bangalore. Also there are 24 Minor Irrigation Sub-divisions under the control of Assistant Executive Engineers.

Programs
Under this head, construction of new tank /Anecuts /pickup Bhandara /LIS and restoration of old and breached tanks with an atchkat of more than 40 hectares is taken up. Also under this head modernization of existing tanks is taken up. The necessary grants for the works are made in the Annual budget of the State.
Construction of new tanks, Anecuts/pickup and LIS is being taken up from NABARD Loan assistance. NABARD extends loan of 95% and 5% is borne by State Government. The Construction of percolation tanks are also being taken up under this programme to recharge the ground water table.
Minor Irrigation Department has taken up works to provide irrigation facility to the lands belonging to scheduled caste people by constructing M.I. Schemes such as new tank/anecuts/pickup bhandaras and Modernization tanks.

Minor Irrigation Department is implementing river bank protection works to prevent damages to river banks due to floods. During floods due to high velocity of water flow in the rivers, the river bank gets eroded and causes damage to human life, live stocks and agricultural land. Salt Water Exclusion Dams (SWED) are constructed to prevent mixing of salt water with sweet water.
A Scheme for Repair, Renovation and Restoration of water bodies directly linked to agriculture is being taken up by Minor Irrigation Department with the financial assistance of Central Government grants.
Minor Irrigation scheme which serve tribal area and drought prone areas are taken up under this programme. The schemes which create potential of 50 hectares and above are included in this scheme.
A Scheme to utilize 13th Finance grants for rejuvenation of tanks is being taken up by Minor Irrigation Department.
Floods cause enormous damage to life, Public Property and disruptions to infrastructure besides psychological and emotional instability amongst the people.
Flood Management Program is being implemented under state sector in central plan. These works include River management, Flood Control, Anti erosion, Drainage Development, Anti Sea Erosion, Flood Protecting Works.
Government of India will provide assistance to an extent of 75% and the balance 25% will be met by State Government.

Under Self Employment Programme to implement Self Employment and Land Purchase Schemes and Self Employment Scheme, Training Programme and for Micro Credit-II.
Under this scheme, financial assistance is provided to start a small scale industry, to purchase passenger/goods vehicle, tractor, etc. The project cost under this scheme is Rs.50,000/- to Rs.7.00 lakhs. The scheme consists of 20% margin money at 4% interest per annum, 5% promoter’s contribution and the remaining is Bank loan. Applicant is also eligible for maximum of Rs.10,000/- subsidy upto the unit cost of Rs.1.00 lakh provided he is in the BPL list.
The Direct Loan Scheme is being implementing since 1992-93. The maximum unit cost fixed is Rs.7.00 lakhs. The term loan is obtained from NSCFDC, margin money loan and subsidy will be given by the Corporation |

18. ಜಿಲ್ಲಾ ಕೇಂದ್ರ ಗ್ರಂಥಾಲಯ ಚಿತ್ರದರ್ಗ
ಸಾರ್ವಜನಿಕ ಗ್ರಂಥಾಲಯ ಒಂದು ಮುಕ್ತವಾದ ಸಾರ್ವಜನಿಕ ಸಂಸ್ಥೆ. ಸಾರ್ವಜನಿಕ ಗ್ರಂಥಾಲಯ ಶ್ರೀ ಸಾಮಾನ್ಯನ ವಿಶ್ವವಿದ್ಯಾಲಯ ಎಂದು ಕರೆದಿರುವುದು ಅರ್ಥಪೂರ್ಣವಾಗಿದೆ. ಸರ್ಕಾರ ಸಾರ್ವಜನಿಕರಲ್ಲಿ ವಿದ್ಯೆ, ಜ್ಞಾನ ಓದಿನ ಬಗೆಗೆ ಅಭಿರುಚಿ ಮುಂತಾದವುಗಳನ್ನು ಬೆಳೆಸಲು ಉದ್ದೇಶಿಸಿ ಸ್ಥಾಪನೆ ಮಾಡಿದ ಮುಕ್ತ ಸಾರ್ವಜನಿಕ ವ್ಯವಸ್ಥೆಯೇ ಈ ಗ್ರಂಥಾಲಯಗಳು ಕರ್ನಾಟಕ ಸರ್ಕಾರ 1965ರಲ್ಲಿ ಕರ್ನಾಟಕ ಸಾರ್ವಜನಿಕ ಗ್ರಂಥಾಲಯ ಕಾಯ್ದೆ ರೂಪಿಸಿ ಸಾರ್ವಜನಿಕ ಗ್ರಂಥಾಲಯಗಳ ಜಾಲದ ಬೆಳವಣಿಗೆಗೆ ಬುನಾದಿ ಹಾಕಿತು. ನಮ್ಮ ರಾಜ್ಯ ಇಡೀ ಭಾರತದಲ್ಲಿಯೇ ಸಾರ್ವಜನಿಕ ಗ್ರಂಥಾಲಯ ವ್ಯವಸ್ಥೆಯ ದೃಷ್ಟಿಯಿಂದ ಮಂಚೂಣಿಯಲ್ಲಿರುವ ರಾಜ್ಯವಾಗಿದೆ.
ರಾಜ್ಯದಲ್ಲಿ ಪ್ರಸ್ತುತ ಸಾಲಿನವರೆಗೆ 1 ರಾಜ್ಯ ಕೇ0ದ್ರ ಗ್ರ0ಥಾಲಯ, 30 ಜಿಲ್ಲಾ ಕೇ0ದ್ರ ಗ್ರಂಥಾಲಯಗಳು ಮತ್ತು 26 ನಗರ ಕೇ0ದ್ರ ಗ್ರ0ಥಾಲಯಗಳನ್ನು ಮತ್ತು 490 ಶಾಖೆಗಳನ್ನು ಪ್ರಾರ0ಭಿಸಿ ಸಾರ್ವಜನಿಕರಿಗೆ ಓದುವ ಸಾಮಗ್ರಿಗಳನ್ನು ಒದಗಿಸಲಾಗುತ್ತಿದೆ. ಅಲ್ಲದೆ ಗ್ರಾಮೀಣ ಜನತೆಗೆ 5766 ಗ್ರಾಮ ಪಂಚಾಯತಿ ಕೇಂದ್ರಗಳಲ್ಲಿ ಗ್ರಂಥಾಲಯಗಳನ್ನು ಪ್ರಾರಂಭಿಸಿ ಗ್ರಂಥಾಲಯ ಸೇವೆ ನೀಡಲಾಗುತ್ತಿದೆ. ಹಾಗೆಯೇ ವೃದ್ಧರು, ಮಹಿಳೆಯರಿಗಾಗಿ ಮನೆ ಬಾಗಿಲಲ್ಲೇ ಪುಸ್ತಕಗಳನ್ನು ಒದಗಿಸುವ ಸಲುವಾಗಿ 14 ಸ0ಚಾರಿ ಗ್ರ0ಥಾಲಯಗಳು ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿವೆ. ಗ್ರ0ಥಾಲಯಗಳ ಸುವ್ಯವಸ್ಥೆಗೆ ರಾಜ್ಯ/ಜಿಲ್ಲಾ ಹಾಗೂ ನಗರ ಗ್ರ0ಥಾಲಯ ಪ್ರಾಧಿಕಾರಗಳು ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿದ್ದು, ತಮ್ಮ ವ್ಯಾಪ್ತಿಗೆ ಒಳಪಟ್ಟ ಯೋಜನೆಗಳನ್ನು ಸಿದ್ಧಪಡಿಸಿ ಅವುಗಳ ಅನುಷ್ಠಾನದ ಮೇಲ್ವಿಚಾರಣೆ ಮಾಡುತ್ತಿವೆ.

19. ಆರ್ಥಿಕ ಮತ್ತು ಸಾಂಖ್ಯಿಕ ಇಲಾಖೆ ಚಿತ್ರದುರ್ಗ
At present 30 districts are in the State & all the District Statistical Offices have been provided with computer facility and a vehicle. The Directorate of Economics and Statistics has well connected Internet and E-mail facility connecting the State head quarters with District Statistical Offices have also been provided for quick transmission of data emanating from the taluk level.
The main functions of the department at the District level which is headed by District Statistical Officer is to collect the data pertaining to district level, compile and tabulate them. Also, to present the various socio-economic aspects of the district and submit the same to State Directorate.
Supervision of crop cutting experiments by the DSO and their staff to know the yield rates of the crops grown in the district. Field visit will be taken up by the District Statistical Officer as and when the routine/adhoc surveys is conducted.
A Statistical Inspector and an Enumerator are attached to each Taluk Office, and one Statistical Inspector is attached to Taluk Panchayath Office. Apart from this one Assistant Director attached as Taluka Planning Officer to 64 backward taluk panchyats and will be provided taluka panchyats in a phased manner. Further, one Statistical Cell is set-up in all the development departments, boards, commissions and the statistical personnel are drawn from the Head office.

sponsored programmes in a systematic manner and dissemination of information through Publications.

ಸಾಮಾಜಿಕ ಅರಣ್ಯ ಮತ್ತು ಪ್ರಾದೇಶಿಕ ಅರಣ್ಯ
ಕರ್ನಾಟಕವು ದಕ್ಷಿಣ ಭಾರದಲ್ಲಿಯ ಒಂದು ರಾಜ್ಯವಾಗಿದೆ. ಇದು ದಾಖಲಾದ 4.33 ಮಿಲಿಯನ್ ಚ.ಕಿ.ಮೀ. ಅರಣ್ಯ ಪ್ರದೇಶ ಹೊಂದಿದ್ದು, ಅದು ಬೌಗೋಳಿಕ ವಿಸ್ತೀರ್ಣದ ಶೇಕಡಾ 22.61 ರಷ್ಟು ಇರುತ್ತದೆ. ಕರ್ನಾಟಕವು ನಿತ್ಯ ಹರಿದ್ವರ್ಣ ಅರಣ್ಯದಿಂದ ಕೂಡಿದ್ದು ಪಶ್ಚಿಮ ಘಟ್ಟ ಪ್ರದೇಶವು ಮತ್ತು ಬಯಲು ಪ್ರದೇಶವು ಪೊದೆಗಳಿಂದ ಕೂಡಿದ್ದಾಗಿರುತ್ತದೆ.

Karnataka state emerged as a maritime State in 1956 with the reorganization of the states. An independent Department of Fisheries was set up in 1957. Since then, the Department of Fisheries has been consistently striving hard for overall development of fisheries and of fishermen by implementing several developmental schemes both in Marine and Inland sectors.
The fisheries sector plays an important role in the socio economic development of State, in view of its contribution to the food basket, nutritional security, large foreign exchange earnings, employment generation and income.
The fish production in Karnataka was around 2.0 lakh tons in early eighties and reached to a peak of over 3.0 lakh tons in mid nineties. The average fish production in the last 5 years is about 2.73 lakh tons with the contribution of Marine sector being 64 % and Inland sector 36%. The fish production from the state contributed about 4.8 % of India’s total fish production. The current level of per-capita fish availability in the state is about 5.3 kg. The Gross domestic product of the state (GSDP) has witnessed a steady increase over the years. The contribution of Fisheries Sector to GSDP at current prices during 1993-94 was Rs 16,316 lakh and it has increased to Rs 92,318 lakh in 2006-07. |

Resources: Karnataka is one of the richest among the Indian States having inland water resources of varied type, constituting about 9.3 % of inland water resources of India. The State has 5.2 lakh ha of lentic resources comprising of 74 reservoirs covering 2.27 lakh ha, 3399 Departmental tanks (> 40 ha achcut) and 22624 Gram Panchayath tanks (<40 ha achcut) covering 2.93 lakh ha and besides 9000 km length of rivers and irrigation canals and 8000 ha of Brackish water area

in Marine Fisheries - Marine Fish Production
The year
2006-07 has witnessed decrease in total marine fish production by
5.3% in quantity, while value has increased by 18 % compared to
2005-06. From 1990-91 to2006-07, the marine fish production has
shown minimal fluctuations and almost remained stagnant. On the
contrary, the steady increase in value is evident because of the
increase in unit value which was Rs. 3.15/kg during 1990-91 and Rs.
32.9 /kg during 2006-07.

22. Department of Youth Services and Sports Chitradurga
Youth Empowerment and Sports department was established in 1969 as the Directorate of Youth Services with the aim of channelizing the dynamism of Youth in nation building activities. The department was reorganised in 1975 by establishing divisional level and district level offices and again in 1977 by appointing officers at the block level. In 1980 the department was again reorganised by merger of Karnataka state sports council and renamed as Department of Youth Services and Sports. The Department was renamed as Youth Empowerment and Sports Department in 2013.

23. Department of Ayush Chitradurga
Department of Indian Systems of Medicine and Homoeopathy (ISM&H) was created in March,1995 and re-named as Department of Ayurveda, Yoga & Naturopathy, Unani, Siddha and Homoeopathy (AYUSH) in November, 2003 with a view to providing Healthcare, Education and Research in Ayurveda, Yoga & Naturopathy, Unani, Siddha, Homoeopathy, systems. The Dept continued to lay emphasis on improving health care facilities, upgrading AYUSH Educational standards, awareness generation about AYUSH. The Karnataka has taken initiative in Mainstreaming of AYUSH in National Health Care under NRHM in right earnest. The AYUSH systems are time-tested methods to tackle life style disorders which are becoming a major threat to health in present era. These systems can play major role not only in preventing the diseases but in curative aspect too. AYUSH system can give a holistic approach to health systems there by boosting the whole health system and contribute to the society. In the society. In the above view it is necessary to Popularize, Revive, Revitalize, the AYUSH system by giving proper infrastructure, Human Resource Development, training, AYUSH systems of Medicines are well accepted by community particularly with rural areas because these are socially acceptable, comparatively safe and efficacious and easily available which can be prepared locally by the available resources. By these it is possible to make these systems accessible to the people in general and patients in particular.

24. Karnataka Minorities Development Corporation Limited
The Karnataka Minorities Development Corporation Limited was established on Feb 7th, 1986 by the Government of Karnataka for the upliftment of religious minorities i.e. Muslims, Christians, Sikhs, Parsis, Jain and Buddhists with an Authorized Share Capital of Rs.65.00 Crores. As per 2001 Census the total population of religious minorities in Karnataka is 15.69% i.e. 82, 93,576.
